About the doyon cares assistance project

If you are a Doyon shareholder at least 18 years of age who has experienced negative financial impacts because of COVID-19, you may qualify for cash assistance through the CARES Assistance Project (CAP). The program provides eligible shareholders up to $1,200 for themselves and up to $500 for each eligible shareholder dependent under the age of 18.

The CAP is a Doyon project funded through the corporation’s allocation of Coronavirus Aid, Relief, and Economic Security (CARES) Act funding and will provide cash assistance directly to eligible Doyon shareholders who has experienced negative financial impacts from the COVID-19 pandemic.

To qualify, you must be:

A Doyon shareholder; and

Over the age of 18; and if a shareholder dependent(s) will be added based on your Doyon Shareholder record as of October 4th, 2021; and

a U.S. citizen living in the United States; and

have an individual income of less than $100,000 a year

The application period reopens at 10 a.m. AKST, Tuesday, December 7, 2021. There are limited funds available for this program. Applications will be accepted until 11 p.m. AKST, Monday, December 13, 2021, or until all available project funds are spent, whichever occurs first. Completed applications will be processed in the order they are received.

PLEASE make sure to complete the entire application and provide an email address. Shareholders are responsible for completing the application entirely and on time. Doyon is not responsible for incomplete applications. Applicants will receive an email with a status update OR can check their application status online by logging in at: doyoncares.doyon.com.

This program provides a one-time payment to eligible Doyon shareholders who have extra expenses and/or loss of income related to the COVID-19 pandemic between March 1, 2020, and December 31, 2021, that has not been paid by or reimbursed by any other Alaska Native Corporation, CARES Act Program or any other federal, state, tribal, or local government.

Approved applications will be paid on December 22, 2021, by check or direct deposit.

WHAT IS THE DOYON CARES ASSISTANCE PROJECT (CAP)?

The Doyon CARES Assistance Project (CAP) is the allocation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding that allows Doyon to provide a one-time payment to eligible Doyon shareholders who experienced negative financial impact directly related to the COVID-19 pandemic. COVID-19 related impacts must have not been paid or reimbursed by any other Alaska Native Corporations, CARES Act Program, or any other federal, state, tribal, or local government. 

WHAT IS CONSIDERED A “NEGATIVE FINANCIAL IMPACT” FROM COVID-19?

The Federal Register provides categories of potential financial impacts that are listed on the application. Applicants are required to check the boxes corresponding to COVID-19 related financial impacts they have experienced that have not been paid or otherwise reimbursed. You are required to briefly describe the COVID-19 negative financial impact. This is to assist Doyon and you, if audited by the Federal Government. Receipts are not required to be submitted, however, applicants must agree to maintain reasonable documentation of the expenses which CAP funds are received for at least five years and, upon reasonable request.

The financial impact must have occurred between March 1, 2020 and December 31, 2021.

WHO CAN APPLY?

Doyon shareholders over the age of 18, and if a shareholder dependent(s) will be added based on your current Doyon Shareholder Record; and a U.S. citizen living in the United States; and whose 2020 adjusted gross income is less than $100,000.

Each eligible Doyon shareholder over 18, should submit their own application.

ARE FUNDS PAID ON A FIRST COME, FIRST SERVED BASIS?

Yes, the application deadline is 11 p.m. AKST, Monday, December 13, 2021, or until funds are spent, whichever occurs first. Complete applications will be processed in the order they are received. Shareholders are responsible for completing the application entirely and on time. Doyon is not responsible for incomplete applications. Applicants will receive an email with a status update OR can check their application status online by logging in at: doyoncares.doyon.com. Failure to submit required information will delay processing and may cause the application to be denied. 

HOW MUCH AND WHEN WILL I RECEIVE CAP FUNDS?

Approved applications will be $1,200 per adult and $500 per shareholder dependent(s). Application deadline is 11 p.m. AKST, Monday, December 13, 2021, and approved applications will be paid on Wednesday, December 22, 2021. Incomplete applications cannot be processed and will not be approved for payment.

HOW WILL MY CAP MONEY BE PAID?

Checks will be mailed to the address listed on your current shareholder record; or direct deposit if you have a valid direct deposit with shareholder records. If the address shown is incorrect, please setup a forwarding address with your post office.

WILL CAP CASH ASSISTANCE IMPACT ELIGIBILITY TO RECEIVE PUBLIC/WELFARE ASSISTANCE BENEFITS?

Possibly, depending on your individual circumstances. Please consult with your program case worker or the appropriate agency regarding federal, state, tribal, or local government assistance. Doyon cannot offer advice in this regard.

ARE THERE LIMITS ON HOW I MAY SPEND MY CAP MONEY?

No, CAP is reimbursement for expenses you previously incurred between March 1, 2020 and December 31, 2021. 

IS CAP CASH ASSISTANCE CONSIDERED TAXABLE INCOME?

Payments made directly to shareholders under this project are not taxable, as they fall under the Tribal General Welfare Exclusion Act of 2014 (IRC §139E), which allows shareholders to exclude income from any payments received as part of an Indian general welfare benefit. Please consult with a tax advisor, Doyon cannot offer advice about this matter.

WHY IS THERE AN APPLICATION AND NOT A DIRECT DISTRIBUTION?

Guidance from the Treasury states that we cannot issue pro-rat dividends to shareholders.

I AM ALSO A SHAREHOLDER OF ANOTHER ALASKA NATIVE CORPORATION THAT IS OFFERING CARES ACT CASH ASSISTANCE TO INDIVIDUALS. DO I QUALIFY FOR BOTH?

You cannot apply for financial assistance from multiple sources and claim the same expenses. For example, you could not apply to have expenses paid or reimbursed, (such as higher internet, phone, electric, or other costs associated with working from home), by another Alaska Native Corporation, CARES Act Program, or any other federal, state, tribal, or local government. However, you can apply for these funds for COVID-19 related expenses that have not been covered by federal funds.

WHY IS THERE AN INCOME LIMIT?

Doyon modeled the decision to provide assistance based on the US Treasury’s Economic Impact Payments to individuals.

WILL CHILD SUPPORT GARNISH THESE FUNDS?

Child Support Services Division (CSSD) can garnish up to 100% of the CARES Assistance Project funds if you owe the same amount or more.
