Arctic IT Government Solutions, a Doyon Technology Group company, recently helped the Office of Subsistence Management modernize the Alaska Subsistence Permitting system, which supports federal subsistence permitting and reporting across Alaska.
The Office of Subsistence Management partnered with Arctic IT to rebuild the Alaska Subsistence Permitting application on the Microsoft Power Platform, using a model-driven Power App and Power Pages portal to replace the legacy database and introduce new digital services. The previous system no longer aligned with modern federal security and usability requirements, and many Alaska residents continued to submit permit applications and harvest reports by mail or phone.
The modernized system supports a Zero Trust architecture and brings key permitting information into one place, including:
• Resident communities
• Contact information
• Hunting and fishing permits
• Regulatory years and events
• Harvest reports
• Proposals and regulatory actions
For the Office of Subsistence Management staff, the Alaska Subsistence Permitting Power App provides a secure system of record for permit administration and day-to-day program operations. Staff can manage permit applications, review resident eligibility, track harvest reporting requirements, oversee proposals and regulatory actions, and access the information they need to support the program.
For resident subsistence users, the new portal provides a web-based way to submit permit applications and harvest reports. Once a request is submitted, the appropriate field officer can review and approve it. Residents can also use the portal to check request statuses and view reporting due dates.
The system also incorporates modern authentication and access controls, including support for Login.gov and PIV/SAML-based access for internal and partner organizations. This helps provide a more seamless login experience for Department of the Interior users, USDA, and other non-DOI users who require compliant access.
The modernization provides another way to access important subsistence services without relying solely on paper forms, mail, or phone-based processes. At the same time, the new system creates efficiencies for Office of Subsistence Management staff and provides a flexible foundation that can continue to evolve with the needs of the program.
